You were immediately answered that the "decluttering" behavior is by design. Only the basemap is visible during map panning.
You also said "I posted this hoping for some discussion and clarity." I asked you some questions and posted some suggestions, hoping to get clarity on your intended usage and engage you in your desired discussion.
I'm still wondering if your response after getting this info is along the lines of, "Oh, okay, gotcha, I can work with that now that I understand it's intentional," or if there's some other reason this behavior is keeping you from doing something you're trying to do.
