Here's a 2015 Amazon review from an iFly user. He had to remove the helper app, contrary to Dual's instructions, for it to work with iFly.

Yes, the helper app might be the culprit. Restarting the Droid device would shut down the helper app, which might be the reason it only works after a device shutdown. I think this is the most likely theory so far. Thanks Jeff, I hope you are right.

I have a Samsung Tab A with a Dual GPS 170 also and it works fine without the helper app.
