Yes on Devils Tower being so marked.  But Mt. Rushmore is not marked that way on the sectional, though it also has a proximity limit.  (There's actually a whole procedure/pattern, including talking to Ellsworth AFB to get clearance and then talking on a special CTAF when close to the monument.  Of course, if you're an idiot in a big twin I guess you can fly any which-way you want -- flying close to, and opposite to, other traffic, and not be on frequency... sorry, I digress.)

But Cobra is basically right, it's not like you would blunder into a National Monument (or wildlife refuge) area without there being some indication on the map.  You should notice that there's a solid blue line, with blue dots alongside it, that encircles these areas.  BTW, if it's a wildlife refuge you are requested to remain 2000' or higher AGL in those areas.  Not an FAA reg though. 

So if you see this on the map you need to do a little research to see what you'd be flying through and what procedure you should follow.  Not hard to find these things out on the old inter-web.
