What do you mean by "would not inhibit"? When the traffic alert popped up, did it not give you the option to inhibit? Or did it give you the option, but the "inhibit" action failed?
Another work around here is to tap on his aircraft on the map and select "Track Aircraft" and this will turn off the alerts for it.
